How could lip gloss "not be sticky"?

i'm not sure you can answer my question though lol....ummm. so does it really exist? i mean, i would think that all lip glosses have to be sticky to, you know....STAY...but i don't know. lots of people say B&BW lip glosses don't stick but i've never tried them.
