Help With Story Idea!?!?!?

I have to write a 900 word story about "electric cooperatives; energizing our communities" and i really just need a really unique idea it has to be made up and WAY out there in fiction. I really need a good idea. There is an all expensed paid trip to Washington im workin on! Please help.....
