Will someone please give my step by step instructions on how to setup a fish only saltwater tank?

I need to know everything in order. I have two 55 gallon tanks that I can use with one being a bow front tank and the other being a 48inch long tank. I dont want to use a sump filter, I already have a filter that hangs over the back and has a bio wheel. I would like the tank to have sand on the bottom also. What kind of sand do I need? What kind of decorations will I be able to put in a FO saltwater tank?? I would also like to get a protein skimmer. I found one on ebay but Im not sure if its a good one.
