Will a 4 year old Quaker learn to talk?

I just bought a 4 year old Quaker Parrot,not sure if Male or Female. I refer to it as him, his name is Pookie. He has learned in the 2 weeks that I've had him to give kisses. I was wondering will he learn to talk? Has anyone gotten a Quaker at this age and it talked?
