Why is this word formed in this way?

I can't give you a grammatical rule, sorry, but the meanings of the two examples you give are very different. Labour-related means that the publication is related to labour, as in, has something to do with it, or explains it in some way. Labour-relating - well, that really means nothing - it is a nonsense term. Wish I could explain it better. Sorry!
