Why is there always people dressed in suits inside the penalty boxes in hockey games?

...i mean, when players get into fights, they often yap off at each other through the gl between penalty boxes and these people, dressed as business-people, are in the boxes with the players just skimming through their papers like nothings happening.....whats up with that???
