Why is my laundry stiff?

I live in a flat and i dont have a washing line and i cant afford a dryer so i use my radiators to dry my clothes.. They are stiff tho and its reall y annoyin! I use comfort concentrate and it still happens no matter how much or little i put in! They feel greasy if i put too much in.. I also use daz or fairy tablets.. Please help me. Iv neva been tol d how to do my washin lol x
