Why is Governor Jindal offended by democratic deficit spending, but not republican deficit spending?

Bush spent $6 trillion that he didn't have over his two terms. Where were the objections back then. Even if you claim it was a democrat controlled congress that spent irresponsibly, it was still a $4 Trillion increase in debt for only those years when congress was republican controlled
