Why does allah lead people astray then punish them for something he did?

quran 74:31 thus doeth allah leave astray whom he pleaseth and guide whom he pleaseth; quran 6:148 if it had been his will, he could indeed have guided you all, quran 14:4 allah leads astray whomever he will and guides whomever he will. quran 51:56 i did not create jinn and men except that they worship me. so why does allah lead people astray and then send them to hell for something he did? allah is more powerful than mortal men. so even if thay wanted to believe allah want allow it. does anyone find this strange?
