Why do some people take offense to those on welfare?

Conservatives speak knowingly of the need for investment in order to create wealth. I wish they would apply this reasoning to needing individuals needing investment in education, transportation, etc, in order to create wealth for themselves instead of limiting the reasoning to large businesses which should be able to attract private investment.
