Why are they calling it the "Address to Congress" instead of the "State of the Union"?

Officially President Obama has not been in office long enough to speak on the state of the union. Unfortunately, the State of the Union is pretty lousy right now. President Obama's strength is his ability as an orator. HE is jsust selling his plans to the legislative branch and also to the American people....after all they put him were he is today.
