When did the government mandate that lenders make mortgage loans to unqualified buyers?

They didn't. The did deregulate and that has allowed Mortgage Lenders to decide what they feel is appropriate. From results I can say with certainty that the Mortgage Industry did not ess what was appropriate very well.
