What is the best makeup for teenagers?

My daughter wants to start wearing makeup (in moderation) next school year and I need some advice. I want to take her somewhere like Dillard's and have the ladies at the counter teach her how to apply it. Which is best? Clinique, Lancome, Mac, Bare Essentials, Merle Norman, etc...Or should I just buy the makeup at Wal-Mart or Target? Any advice would be great. Thank you.
