What do you think is going on? He has me confused!?

So my FWB and I were talking last night. He seems lately to make a point like "We're friends, right?", as if rubbing my face in the fact I'm just his friend and he doesn't have to answer to me (I don't know, but that's how I feel). He's always been big on loyalty, and true to me. This is a guy I dated who used to love me before he got depressed. He's said to me that I would make the best wife, and that he's making "stupid decisions he doesn't understand" (as in, not having me as his girlfriend) and that he's just not ready to be with anyone because he's always been in relationships from his teens (& gotten really hurt along the way) and never really been by himself. It's like he doesn't know how to be himself without being in a relationship. But with all this "friend" talk, I said to him "Does that mean I can start seeing someone else or do I have to be loyal to you or what?" and he said "I don't know!". I don't get it. What do you think? (By the way, he is mid-30's and never been into one night stands or anything like that. It's not his style).
