What can be done about a stranger-shy puppy?

Bring someone he hasn't met over, and give them a few treats to hold onto. Don't force the person on him, just have them sit on the couch or floor and ignore him. If he comes to investigate or seems to be okay with their presence, have them offer him a treat. Try this multiple times with different people.
