Roommate for Teens in Sims 2 Apartment Life?

I'm playing the family on Sims 2 Apartment Life that's just kids, in Belladonna Cove, and I can't figure out how to get a roommate. I've got them in an apartment and tried the computer and newspaper. Can it only be done by adults or am I doing something wrong?
