The process of tranferring your license one state 2 antoher? especially when there suspended and need a sr-22?

moved to Kentucky from Ohio and my license are suspended. need a sr-22 but i called and explained to them that i don't have a car so a rep. explained to me that i can get a non-owners bond basically non-owners insurance to get get them back. The only thing i want to know is if i get the insurance how can i get it notarized for the state of Ohio
