PLEASE HELP ME! I AM IN DISTRESS?

I must have opened a virus on my computer. Now all that will come up at all on my computer is the virus fixer thing. It says its a cookie but it will not let me do anything. The major project is that i dont have the cookie cleaner and it cost to much. If anyone can help me it will be grately apreciated. PLEASE, ANYTHING WILL HELP.
