My car just failed emissions due to a high CO reading. What could the cause of this be?

I had a diagnostics test run on it, and they are telling me I need new spark plugs, plug wires and coil packs. Could that really be the issue? If I repaired these things, would that lower the CO reading? (It's a 2000 Chevy Cavalier)
