Loud talking pot smoking neighbors... Is it ok to be a tattle tale?

If your management company refused to do anything, then I think you should call the police. Smoking pot is against the law. Pot-smokers are generally VERY rude people who don't care, when they're high, how loudly they are speaking and if they wake up their neighbors or not. If you phone the police while it's occurring, they may be able to get there in time!
