It's Been TWO MONTHS - Still Haven't Gotten My Newborns Social Security Card?

I gave birth Dec 22, 2008 and still have not received my child's social security card. Yesterday I went to the SS-Administration and they said that the card "probably" got sent to my PO BOX but since my newborns name isn't on the P.O. BOX it must have gotten sent back and destroyed [so I requested a duplicate]. Then JACKSON HEWITT called him last night saying that the IRS stated she's not even in the system. We went back to the Social Security Administration today and she gave me the same paper and said the SSA doesn't have anything to do with the IRS - we're being told too many things and I don't know what to do. We really need this money because he lost his job months ago and we have to pay back rent. What could've happened?
