Is fixing a toilet in a rented home considered an emergency?

I think the landlord is correct. some things are just very inconvenient, but that's not an emergency to the degree to calling out a plumber at night. Can you imagine what it would cost. Also, the problem was probably caused by someone putting something in the toilet.
