Invitation ettiquette (sp?)?

I have a friend who lives in Oregon and I live in east coast Canada. She just found out her job made cutbacks on the pay this year so she can't make it to the wedding. She feels terrible about it, but not much she can do. I totally understand her situation, especially with the economy these days, so I'm not holding any grudges. BUT she said that I didn't have to send her an invitation b/c she's a definite "no". Question is do I send her one or not?
