How many things can the DOR make me do just to renew my driver's license?

So far I had to go to a Dr for an additional eye test once I did that they said I would get my license in the mail. When it did not come I found out that I needed to go get a psych evual. I made an appointment for that and now they are asking for a full pyshical or I lose my license in 3 days. I made an appointment for next week because that is the soonest I could get in to a dr. I have medicare/medicaid and spent a day and half looking for a dr. They said I needed a picture but I do not not have. I told them this was to get my license. I am tired, worn,stressed, I have a headache and very depressed. They have threatened to call the police on me if I call asking questions. I am not too simply comply without asking questions. Is this a new government system where they target one person and keep making them jump through the hoops. What is going on here? Isn't this america; land of the free? To me blind compliance is what leads to do the downfall of a free society. I have even called free legal aid and they won't help me. Why won't an attonery help me try to fight this?
