How do you teach a bird to step up on your finger?

We have two adult birds in our pet shop. Sam, the Sun Conure automatically steps up on your finger when you offer it to him. But Jack, the Quaker Parakeet will bite at your finger if you try to offer it to him to step up onto. Any ideas of how I can break him of this and teach him how to step up?
