How can I help my dogs bad breath without dental work ?

ok I have a chihuahua and shes 4 years old I dont want to have a dental cleaning because i have heard that you have to put them to sleep with anistgha to clean the teeth and my baby so small and fragile im afaird that something might go wrong. I have also tried brushing her teeth,special dog mints,and parsley, and even special formulated breath dog food and nothing has worked please help!!!!!
