Does Jindal really have his eyes on the citizens of LA or is he setting his eyes on the White House in 2012?

What do you think? Personally, I'm tired of him using the state of Louisiana as a ploy to try to get elected as president. If the governor was so adamant about excessive spending and unnecessary money, then why would he give his appointees raises, in some cases, doubling the salaries of their positions? What do you guys think? Louisiana citizens please respond.
