Can someone help me understand what this letter means?

From what I gather, You plead Nolo Contendre (no contest) In the letter that you wrote to the court. Absentia means you did not appear in court, the letter you wrote was enough. You were granted community service and the $206 are court cost plus fine. The court has given you a choice to either pay the $206.00 within 90 days or do community service at a rate of $7.00 per hr. until you satisfy the $206.00 debt. It would take approx. 30hrs. to satisfy the $206.00 fine and costs.
