Can I sue this collection agency ?

probably not but they now got your attention and they know that. you can call them and scream the private protection policy bs and threaten that you will turn them into Public consumer protection etc. Maybe they will cut you a break on what you owe them but dont try to be the small fish in the big pond. You will spend more.
