Can a cop give you ticket if he is out of state?

Okay I was recently flagged down while driving by my lovely neighbor whom i found out was a cop, He thought he was all big man on campus with his badge out and threatened to give me a ticket if I did not slow down. BOTTOM LINE: He is a cop in Minneapolis Minnesota. me and him live in New Richmond, Wisconsin. Can he even write me a ticket, considering he is off duty, out of uniform and not even in the state in which he has jurisdiction?
