As a home health worker I am concerned about excessive parrot droppings in a home. Are these a hazard?

well, unless you know the parrots full medical records, then yes these could definitely be a hazard. Not to mention the fact that the bird is obviously not being taken care of, and the person is also living in filthy conditions. No matter what something is wrong here.
