Am I eligible for CA sdi?

When I laid off, my company paid me the lump sum for all the accrued vacation hours. I'm disabled after I laid off. State disablity office said that I cannot get any SDI for a period which is equal to those accrued vacation hours. Does it mean that if someone has accrued six months of vacation hours and then got laid off, that person cannot get any SDI for six months? I just got paid for what I have earned and which were before I got disabled.
